Thailand’s government aims to position the country as Southeast Asia’s AI powerhouse. Global tech giants such as Microsoft and Google are investing billions to support this goal, making Thailand rapidly emerge as a major hub for Artificial Intelligence (AI).
Currently, Thailand houses around 40 operational data centers, 20 under construction and 10 more in development, mostly located in the Eastern Economic Corridor (EEC), a special economic zone covering Chonburi, Rayong, and Chachoengsao provinces.
To support this growth, the government has streamlined approval processes, making it easier and faster for these projects to move forward. However, this has also reduced regulatory scrutiny.
There is limited long-term planning for critical resources such as water and electricity, even though data centers are highly resource intensive.
This imbalance between aggressive investment promotion and insufficient sustainability planning has raised concerns among policymakers and the civil society, especially as environmental and social risks become more visible.
Economic, Environmental Effect of AI Data Centers
It remains a fact that data centers bring a significant boost to the economy by generating jobs and attracting around $33.1 billion in investments.
However, they also place heavy pressure on Thailand’s natural resources. AI data centers are known to consume massive amounts of water and electricity, contributing to carbon emissions, water shortages, and potential power disruptions.
Many communities will be greatly affected, particularly farmers in the EEC area, as they may face risks to their livelihoods due to competition with data centers for natural resources.
Without proper regulation, this expansion could get out of hand and create long-term social and environmental problems.
Proposed Solutions to Partner Innovation
More balanced policies and stronger oversight could help address these challenges. One key step is to establish a parliamentary committee to review and regulate the development of data centers, ensuring accountability and proper evaluation of projects.
The government should also implement stricter environmental safeguards and require comprehensive assessments. Projects should disclose their impacts and allow greater public participation in decision-making.
In addition, the government must move forward with long-term planning for water and energy use. Stricter screening should be applied, evaluating energy readiness, water management, and environmental protection before approving projects.
Investors should also be required to clearly deliver benefits to the country, including job creation, skills development, and support for local businesses.
Additionally, imposing higher electricity rates on data centers could help fund renewable energy and support low-income households. Integrating advanced technologies such as enterprise blockchain may also improve data security, transparency, and accountability within AI systems.
Thailand’s push to become an AI powerhouse brings strong economic momentum, but it also comes with serious environmental and social risks.
If the government continues this path, they must take a balanced approach, one that not only supports innovation but also ensures sustainability, protects communities, and safeguards the country’s natural resources.
