HKDAP: Advancing Hong Kong’s Stablecoin Market

Anchorpoint Financial started institutional leverage of HKDAP, developing it the first licensed Hong Kong dollar stablecoin to go live, following months of technical preparation and two disputed launch targets. 

Anchorpoint is a joint business between Standard Chartered Hong Kong, HKT, and Animoca Brands. It was awarded Hong Kong’s first two stablecoin issuer licenses from the HKMA on April 10. 

HDKAP’s Structure

HKDAP is a Hong Kong dollar-backed stablecoin. It is under the stable coins ordinance in which each token must be fully backed 1:1 by high-quality HKD reserves to manage in separate accounts, with continued disclosure and customer security requirements. 

Anchorpoint developed its technical infrastructure such as Ethereum mainnet issuance and transfer test in May and continued piloting public blockchains for wider applications. 

Anchorpoint utilizes a B2B2C distribution model, with authorized distributors delivering HKDAP to corporate and institutional clients rather than issuers serving end users. The distributor list will be launched following the commercial launch. 

Strategic Expansion 

Anchorpoint plans a phased launch in Q2 but missed the deadline. Local media reported a joint announcement by the end of July, but the deadline also passed. Huen noted that Hong Kong Economic Journal would come in August. 

The delays do not reflect to have resulted from regulatory concerns. Huen noted that Anchorpoint persists in advancement following the approval, extending the timeline to develop infrastructure for wider use cases beyond standard issuance. 

The strategic expansion shows the HKMA’s cautious approach. Amid interest from numerous applicants, the regulator issued two licenses in the first round, prioritizing a controlled launch over fast execution. 

HKDAP’s Market Pilot 

HKDAP pilot whether non-dollar stablecoins can earn real demand. With dollar-pegged tokens creating more over 99% of stablecoin market value, a Hong Kong dollar token backed by an international bank and regulated by the HKMA has a strong opportunity to develop a local currency selection. 

Anchorpoint noted that cross-border business settlement delivers the most compelling demand, as programmable payments can reduce barriers and generate volume without demanding retail integration. 

The timing is important wherein Hong Kong shifted from legislation to licensing and institutional issuance, denoting a fast end-to-end expansion. 

The Outlook 

The distribution list is the core disclosure that remains pending. Whether it covers OSL and HashKey together with banks, payment firms, or treasury platforms will show how fast HKDAP earns real transaction volume. 

HSBS is also part of another variable. Its own stablecoin plans to launch whether Hong Kong’s new regime backs up a competitive market or leaves HKDAP as a one-issuer pilot application. 

Meanwhile, HKMA has not set a timeframe for its second licensing round, exiting the market focused among the first two issuers. 

Institutional settlement and tokenized assets deliver credible applications, but institutional implementation will decide whether it becomes a key system or simply a pilot.
