XXI Network Expands Toward Forecast-Market Infrastructure

Xi Project announced on July 31, 2026, that the XXI Network’s existing asset-transfer and transaction capabilities can provide the blockchain settlement foundation for a potential forecast market.

A forecast market allows participants to trade positions linked to the outcome of a defined future event. Possible markets may include cryptocurrency prices, economic indicators, sporting events and other objectively verifiable outcomes.

Through the XXI Network, a forecast-market platform could record collateral movements, transfer outcome-linked digital assets and settle eligible winning positions after an approved result has been confirmed.

The announcement represents a potential new use case for XXI beyond ordinary digital-asset transfers. Rather than building a completely separate settlement network, a forecast-market application could use XXI’s existing transaction infrastructure as its underlying value-transfer and settlement layer.

How XXI Could Support Forecast-Market Execution

A practical forecast market requires more than a trading interface. It must accept orders, match participants, protect collateral, determine the official outcome and distribute value to the holders of winning positions.

Under the architecture being considered, users would submit orders through a forecast-market application. Orders could be processed by an off-chain matching engine, while the resulting financial obligations and transfers would be executed and recorded through the XXI Network.

  • Users select a defined forecast event and submit YES or NO orders.
  • An off-chain order book receives and matches compatible orders.
  • Required collateral is reserved or transferred for the matched position.
  • The resulting position is represented within the platform’s transaction records.
  • An approved and independently verifiable data source determines the event outcome.
  • The settlement process distributes value to eligible winning positions through XXI Network transactions.

This hybrid structure would allow high-frequency order placement and matching to remain efficient while using blockchain transactions for the movements that require permanent settlement records.

The XXI Network would not itself determine whether an event occurred or which participant won. Those functions would require clearly defined market rules, approved data sources, dispute procedures and application-level controls. XXI would provide the transaction and settlement infrastructure beneath those processes.

WIBS App Provides Existing Transaction Experience

The potential forecast-market implementation is supported by operating experience from WIBS International Ltd., which operates WIBS App and uses XXI within its digital-asset trading environment.

The figures represent volume measured in XXI and should not be interpreted as an equivalent fiat-currency value. The corresponding market value depends on the applicable XXI price during each transaction.

Although June’s volume was moderately lower than May’s, WIBS App maintained more than 250,000 XXI in monthly trading volume. Across the two months, total reported trading activity reached approximately 535,788 XXI.

Approximately 120,000 Order-Related Transactions Per Day

In addition to executed trading volume, WIBS App has recently processed approximately 120,000 order-related transaction events per day, including order placements and changes made through its trading system.

At that daily rate, the platform may process approximately 3.6 million order-related events over a 30-day period. These events should not be confused with 3.6 million completed trades. An order may be created, changed, cancelled, partially filled or fully executed, and each type of activity places a different operational demand on the platform.

Nevertheless, the daily figure provides meaningful evidence of application-level activity. A forecast market may generate a large number of order instructions even when its final settlement volume is considerably smaller. The ability to manage frequent order updates is therefore an important part of preparing the wider platform architecture.

A Hybrid Model for Scalability and Transparency

Placing every order submission and cancellation directly on-chain would increase processing demands and could make rapid market operation unnecessarily expensive or slow. The architecture under consideration instead separates high-frequency trading activity from final blockchain settlement.

The order book and deterministic matching process could operate off-chain, while XXI Network transactions would be used for collateral movements, position settlement, asset transfers and other actions requiring an immutable blockchain record.

This approach combines the responsiveness of a centralized trading engine with the transparency and finality of blockchain-based value transfer. It also allows the application to process many order changes without requiring a separate on-chain transaction for every user instruction.

Potential Initial Forecast Markets

The first potential implementation may focus on short-duration cryptocurrency forecast events with outcomes that can be determined from external market data.

For example, a market could ask whether the price of Bitcoin or Ether will finish above or below a specified reference price at the end of a five-minute session. After each session closes, the application would retrieve the final reference price from an approved market-data provider, determine the result and initiate settlement.

Other potential categories may include Japanese sumo, horse racing, boat racing, bicycle racing and additional events for which a reliable official result can be obtained. Each category would require its own event rules, data-source hierarchy, cancellation conditions and settlement procedures.

XXI Portal Complements the Settlement Infrastructure

The recently released XXI Portal provides a simplified interface for creating, transferring and managing digital assets on the XXI Network. According to Xi Project, the portal is designed for digital coins, stablecoins, real-world asset models and other tokenized financial applications.

The portal can be accessed at portal.xiproject.com.

For a future forecast market, the underlying network’s asset-issuance functions could potentially be used to represent positions, collateral or settlement assets. The final technical structure has not yet been announced and will depend on development, security testing and applicable legal requirements.

Development and Compliance Remain Essential

This announcement describes the technical potential of the XXI Network and should not be interpreted as confirmation that a public forecast-market service has already launched.

Before such a service becomes available, the operating entity would need to complete the application architecture, matching engine, collateral controls, oracle framework, settlement rules, cybersecurity testing and jurisdiction-specific compliance assessment.

Forecast markets can be classified differently depending on their structure and the jurisdictions in which they are offered. Depending on the product, they may be treated as derivatives, financial instruments, gaming or wagering services, or another form of regulated activity. Appropriate licensing, user restrictions and geographic controls would therefore be required before commercial deployment.

The XXI Network provides technical infrastructure for recording and transferring digital assets. It does not remove the responsibilities of the application operator, asset issuer or market administrator to comply with applicable laws.

Outlook

WIBS App’s reported activity demonstrates that the wider ecosystem is already handling meaningful order traffic and XXI-denominated trading volume. Approximately 120,000 daily order-related events provide a useful operational foundation for evaluating more transaction-intensive applications.

The next development phase will examine how this existing trading experience can be combined with XXI Network settlement to support event-based positions, verifiable outcomes and transparent value distribution.

If successfully developed and introduced within an appropriate regulatory framework, a forecast market could become another practical application of XXI Network transaction capabilities alongside digital-asset transfers, token issuance, real-world asset infrastructure and future financial settlement services.
